bulk buy electricity: orly?

I have been boggling about this off and on today. I keep re-reading the report to try to find some sense in it. Not working for me.

The basic idea is that people should band together to buy electricity in bulk, and so get a discount. Mr Milliband apparently thinks this is an exciting idea and he wants to use his party to facilitate it. Apparently it works in Belgium, though he got the idea from an american "community activist" who is advising about how to revitalise the Labour party. Or so we are told in the article.

This makes no sense to me: it is one of the stupidest things I have ever heard, actually. I told 3 of my friends about it in the pub tonight, as neutrally as I could. They all just burst out laughing. So that is 4 votes for this as a strong contender for "most ridiculous idea" in a good year

Can someone please tell me if I am missing something which makes this worthy of a moment's consideration?
